After a hard-fought national campaign over the merits of giving federal money to Planned Parenthood so that it can provide affordable pap tests was won by the Tea Party in November, it's only natural that House Republicans would shut down the government to carry forward the anti-family-planning mandate voters so clearly handed to them.
